On April 23, 2024, Windows 11 preview update KB5036980 was officially released. Although this update brings many new features and improvements, it also comes with some issues like account picture error 0x80070520.
To resolve this problom, you need to manually add the Account Picture to the Account Pictures Folder:

Convert the image you want to set as your profile picture to PNG image format;

Then copy and paste it to this location path in File Explorer:
C:\Users\username\AppData\Roaming\Microsoft\Windows\AccountPictures\
